What it is and why there is no certification

RD 1007/2023, amended by RD 254/2025, does not create any approval or certification of software. Instead, the producer of the invoicing system must declare in writing, under its own responsibility, that the program meets the requirements. The minimum content is set by article 15 of Order HAC/1177/2024.
